While Putin was head of the FSB (formerly the KGB) 4 bombs were placed in apartment buildings that and a large number of innocent Russian civilians. While the evidence points to the FSB actually carrying out the bombings, it was blamed on rebels. Putin’s response is what propelled him to being President of Russian.
