Cecil Rhodes, John Ruskin, And Their Worldview Goal of a Euro-Centric World Government (Part One)

By Brannon S. Howse

As you know by now, the seeds have been sown and are rapidly germinating for a one-world system. The incredible reality, though, lies in what these seeds will grow into according to the Bible, and our knowledge of it dates all the way back to the Old Testament.

Chapters 2 and 7 of Daniel explain exactly what we are facing. The next phase in world history is a “back to the future” of sorts. We are about to see the revival of the Roman Empire! Yes, a new Roman Empire is the source for the coming one-world system.

God Is in His Heaven—and His Earth

I’ll explain more about this Roman revival, but first I need to outline for you just why it is so crucial to recognize that this is happening. That we can look back to Scripture—specifically to a portion written more than 2500 years ago—and know what is about to happen reveals the supernatural nature of God’s Word. It also reveals that God is in control. He is sovereign.

Many people, even in the secular world, seem to think the world is spinning out of control. It’s on fire, and there doesn’t appear to be a fire department anywhere in sight. But the reality is the world is not the least bit out of control. God is ruling and reigning with complete supremacy and has total authority over whatever is happening.

God is so sovereign, in fact, that His supernatural, God-breathed, God-inspired Bible tells us which kingdoms will come and which will go. Daniel is a reporter—ahead of time—of what God intends. He specifies the kingdoms in the exact order of their history, and this is why skeptics and critics cannot stand the book of Daniel. Even they have a hard time getting around the historical fact that the book of Daniel was written before the historic events took place that are explained by the prophet (except for the one kingdom, Babylon, that was in existence when Daniel was writing).

So when we see things happening—like a one-world government, a one-world religion, a one-world economic structure—we often get frightened, but there’s no need for that. Jesus told us, in Matthew 24, that we’re not to be afraid because He was giving us advance notice: “I tell you these things must happen.” Our comfort does not lie only in knowing ahead of time what will take place but in knowing that God has had His hand on it from long ago. Jesus is speaking of the tribulation period, and much of what Daniel predicts relates to a revived Roman Empire that will come about during the tribulation.

The Rhodes that Lead to Rome

Although the growth of the one-world system is imminent, the activities that sowed the seeds started, not in Rome, but in Great Britain—in the nineteenth century. Two extraordinarily influential men in this regard were Cecil Rhodes, founder of the De Beers diamond mining corporation, and John Ruskin, a prolific author and renowned art critic, who had a stated goal of creating a new British Empire.

A British Empire. A one-world government based in Great Britain? During the late 1800s, Rhodes and Ruskin poured money into training people to make it happen. They encouraged young leaders in economics, politics, and the media to promote the idea of world government centered in Europe. Their influence extended well into the twentieth century and to major world leaders including American president Bill Clinton. While I don’t think the British focuse will occur, the Bible does speak of a Euro-centric world government.

And who put it in their hearts to want this? I believe it was put in their hearts by Satan, the father of lies. Many of the leaders influenced by Rhodes and Ruskin also dabbled in the occult, particularly in the form of New Age spiritualism. Through the door this opened in their thought processes, I believe Satan put it in their hearts to accomplish what he wants—a one-world government. It would be the devil’s one-world earthly kingdom. But will he get it? Indeed he will—but not quite in the spot Rhodes and Ruskin had in mind. It will include the geographical area that once encompassed the old Roman Empire as well as many European nations to be sure, but the headquarters itself will be about 3,400 miles southeast. Daniel 2 and 7 are the keys to knowing that.

Satan wants what God has, but whatever he does is counterfeit. God has His Gospel; Satan offers a false one. His false gospel started with the mother-son cult in Genesis 10 and 11 at Babylon, as I pointed out earlier. Satan even foments false spiritual revivals, complete with signs and wonders. The Bible tells us that, in the end times, his counterfeit miracles, signs, and wonders will deceive those who are perishing. Since many refuse to believe God’s truth for salvation, God will give them over to Satan’s powerful delusion, and they will believe the lie. As a result, they all will be condemned—those who have not delighted in righteousness but have reveled in wickedness. Satan’s “one-worldism” is his attempt to build a kingdom, albeit a false one, in the face of God’s ultimate work of kingdom-building.

Satan wants an earthly kingdom, and he will get it. God will let out enough slack in His leash on Satan to acquire an earthly kingdom for a period of time. Eventually, though, as Daniel 2 also explains, God’s kingdom will crush Satan’s kingdom. Satan has appealed to pride, greed, and lust and put it in the hearts and the minds of leading world scholars, (liberal) theologians, and politicians to desire an earthly kingdom.

World Citizenship

In Chapter 2, I mentioned a Strobe Talbott article in the July 1992 issue of TIME which outlined an “ideal” for global economic unity fostered by the International Monetary Fund, and what’s particularly fascinating about this is that near the end of his second term, in November 2008, President Bush essentially handed over the reins of the American economy to the International Monetary Fund. In light of the Rhodes and Ruskin legacy, it is stunning to note that the IMF is dominated by Great Britain. Bush so thoroughly gave up American international economic power that political analyst Dick Morris said George W. Bush did all the “heavy lifting” for Barack Obama and his economic policies.

Much of what is happening today is not a conspiracy to be ridiculed or mocked. Strobe Talbott articulated the course we were on. His TIME assessments have been playing out right in front of us during the past decade. I don’t have to be a “radical” or “conspiracy theorist” to believe global governance is coming to pass. All I have to do is make intelligent observations about what is happening on the world scene.

I noted earlier that Jean Monnet is really the father of the European Union, along with three other men. In February 2014, for instance, Strobe Talbott wrote an extensive paper praising Monnet and how his years of work eventually led to the creation of the European Union. This shows the extent to which current policy makers are following many of the recommendations laid out by men like Jean Monnet.

“Global governance” is not a conspiracy term, either. It has been publicized widely as a goal by such people as former Soviet president Mikhail Gorbachev, who has written openly about it for many years. It is also a term used by former U.S. Secretary of State Henry Kissinger. Speaking of then President-Elect Obama in an interview on CNBC, Kissinger said, “His task will be to develop an overall strategy for America in this period when, really, a new world order can be created. It’s a great opportunity; it isn’t just a crisis.”

Years ago, George H. W. Bush talked about a New World Order in an address to the U.S. Congress. “Global governance” may sound like fringe, conspiratorial stuff, but it’s actually far more mainstream than many want to believe.

When I say this is not conspiracy thinking, though, I am talking about what we often refer to as “conspiracy theories.” Such theories can lack credibility because they’re built on less-than-substantial fact and logic. is the world truly does face a conspiracy of sorts, however—and of a very dark nature. One-world thinking is a conspiracy of Satan and the evidence for it lies in the Bible. Psalm 2 says there are men and kings who conspire against God.

Since the 1800s, there has been a shift in tactics by those who support a one-world system. The earlier proponents were generally secretive about their intentions, fearing popular rejection of the idea. Later, men like Carroll Quigley and George Bernard Shaw cracked open the door and believed it was such a good idea that it should no longer remain hidden. And now, globalists openly advocate global governance. Why the change? you may wonder. Why are they openly talking about global governance these days? The reason is that now it is all but guaranteed. The Bible has always said it would happen, and now world events are beginning to agree.
